<P>PROBLEM TO BE SOLVED: To provide a functional substrate having an antireflection function configured such that the display image quality of a display is not impaired even when sunlight or bright outdoor daylight comes on a display screen, and to provide a method of manufacturing the functional substrate. <P>SOLUTION: The functional substrate is obtained, on a flat transparent substrate 101, by integrally forming a non-flat layer 102, a first fine projection group 104 in which first fine projections 103 are largely present and a second fine projection group 106 in which second fine projections 105 are largely present. The production method uses the functional substrate. The non-flat layer 102 provided on the surface of the transparent substrate 101 performs the prevention of the specular reflection of bright outdoor daylight, the first fine projection group 104 suppresses the reflection of outdoor daylight, and the second fine projection group 106 includes a function of shielding outdoor daylight.
