PURPOSE: Mineral alkaline water for boiling rice and functional rice using same are provided to make the functional rice in which all kinds of minerals, dietary fiber, and vitamins etc are included, and to prevent retrogradation of starch in the boiled rice. CONSTITUTION: Water for boiling rice includes an aqueous silicate solution 1 parts by weight of 50,000 ~ 200,000 ppm, dextrin 0.01~100 parts by weight and isomalt 0.01~100 parts by weight. The water for boiling the rice further includes water 10~2,000 parts by weight. The water for boiling the rice further includes phosphate 0.01~1 parts by weight, mineral components, and vitamin components.
