PROBLEM TO BE SOLVED: To provide a conductive roll the filming and the noise of which are suppressed, and which maintains following ability to a body to be charged (for example, photoreceptor) over a long period of time, and an image forming apparatus including the conductive roll. SOLUTION: The conductive roll includes: a shaft body; an elastic layer 42 provided to the outer periphery of the shaft body; and a surface layer 44, and charges the body to be charged while coming into contact with the body to be charged in such a state that voltage is applied to the conductive roll. The surface layer 44 includes insulating particles 46, which are partially arranged to be superposed by at least two or more in the thickness direction of the surface layer 44.
