PURPOSE: A social messaging system using a social network based on locality and social relations and a method thereof are provided to provide a messaging service that uses locality information by forming a social network that considers locality relations. CONSTITUTION: A mobile terminal(100) transmits the location information of a first user. A user DB is comprises the locality relation information of a second user who is related to the first user. A social media server(200) transmits the user information of the second user who is located in a location related to the location information by using the locality relation information. The mobile terminal forms a social network by using the user information.
