PURPOSE: A dermatitis prevention composition and a cosmetic using thereof are provided to improve the moisturizing effect for preventing and treating xeroderma, and to recover damaged skin barriers. CONSTITUTION: A dermatitis prevention composition contains 20~30 parts by weight of a herb medicine extract including amaranthus retroflexus, santali alba lignum, gleditsiae spina, caryophylli flos, cypress timber, white birch sap, magnoliae cortex, polygoni cuspidati radix or portulacae herba for 100 parts by weight of 30% hydrated butylene glycol. The contents of all herb medicine extract ingredients are the same. A cosmetic using the dermatitis prevention composition contains the 100 parts by weight of purified water and 5~20 parts by weight of mixed extract of the dermatitis prevention composition.
