PROBLEM TO BE SOLVED: To properly control a secondary battery mounted on a vehicle with an engine. SOLUTION: This secondary battery control device 10 for controlling the secondary battery mounted on the vehicle with the engine 1 includes a discharge lower limit voltage value changing means 1001 for changing a discharge lower limit voltage value which is a voltage value at which the discharge of the secondary battery is stopped when the starter motor of the engine 1 is driven, an engine start determination means 1002 for determining the start of the engine 1 by detecting the state of the secondary battery, and a discharge lower limit voltage value returning means 1003 for returning the discharge lower limit voltage value changed by the discharge lower limit voltage value changing means 1001 to the voltage value before being changed when the engine is determined to be started by the engine start determination means 1002.
