PURPOSE: A method and an apparatus for encoding an image and the method and the device for decoding the image are provided to include a first dimensional filter instead of a second dimensional filter. CONSTITUTION: An image data recovering unit(110) recovers data of a space region when the image data is encoded. A first dimensional filter set determining unit(120) determines the first dimensional filter set. The first dimensional filter set includes at least one first dimensional filter for the recovered data. A first dimensional filtering performing unit(130) performs a successive first dimensional filtering by the first filter set with regard to the recovered data.
