<P>PROBLEM TO BE SOLVED: To provide an external preparation containing a nonsteroidal analgesic-antiinflammatory agent (especially amfenac or its salt), having improved permeability of the analgesic-antiinflammatory agent to skin, developing an effect at low concentration and having a beautiful appearance.
