PROBLEM TO BE SOLVED: To achieve an apparatus for spectrally measuring highly accurately the small quantity of a liquid which simplifies a structure, and accurately and spectrally measures a sample solution flowing through a flow path groove formed in a transparent substrate and having a refractive index lower than the transparent substrate. SOLUTION: The apparatus comprises: the flow path groove 2 formed on a surface of the transparent substrate 1, and considered as a flow path of the sample solution as a to-be-measured object; and reflection grooves 3, 4 formed on both sides of the flow path groove in parallel. A material of the transparent substrate 1 is a material having the refractive index higher than that of the sample solution. A light flux of detection light emitted from a light source 5 and entering into a side face of the transparent substrate 1 is totally reflected by inner walls 6 of the reflection grooves 3, 4 across the flow path groove 2.
