PURPOSE: A real time basis marine life monitoring device and a method thereof are provided to improve the productivity on fishing industry by measuring the fishery environment. CONSTITUTION: A real time basis marine life monitoring device comprises a buoyancy member(10), a fixture(12), first and second observers(20,23), a controller(34) and a communication module(30). The buoyancy member is composed in order to float on the sea. The fixture is installed on the lower part of the buoyancy member. The first and the second observer are respectively installed on top of the fixture and the buoyancy member. The first and the second observers observe the environment of and marine surrounding environment. The controller controls transmitting and receiving the information or the operation of the first and the second observers. The communication module transmits and receives the detected information.
