<P>PROBLEM TO BE SOLVED: To provide an electrode substrate for a plasma display panel, and its manufacturing method, equipped with an electrode capable of being made low in resistivity by heat treatment, excellent in heat resistance, and easy to manufacture. Ž<P>SOLUTION: The electrode substrate for a plasma display panel 10 is provided with a glass substrate 1 and electrodes 3 formed on the glass substrate 1. Each electrode 3 comprises a first electrode layer 4 formed on the glass substrate 1 made of oxide of Cr (chromium) and Cu (copper), and a second electrode layer 5 formed on the first electrode layer 4 made of an alloy of Cr and Cu, with a ratio of Cr to the total of Cr and Cu [Cr/(Cr+Cu)] in the first electrode 4 within the range of 0.1 to 0.5 in an atomic ratio, and with a ratio of Cr to the total of Cr and Cu [Cr/(Cr+Cu)] in the second electrode 5 within the range of 0.2 to 0.5 in an atomic ratio.
