<P>PROBLEM TO BE SOLVED: To provide an oil adsorbent having water repellent effects, which has objects of recycling paper once used, so-called waste paper, and of sorbing and recovering unnecessary oil in factories and kitchens or oil of oil spill accidents or the like. Ž<P>SOLUTION: After the waste paper of a raw material is primarily crushed by a shear crusher, a suitable amount of solid-like waste fats at room temperature are added to the waste paper to mix, and the mixture is crushed by a free crusher to be made a fibrous oil adsorbent. Particularly, when the waste paper is waste carbon paper and the waste fats are palm oil residues, waste butter, and waste lard, the oil adsorbent having water repellency can be obtained by the addition of a suitable amount of the waste fats. When the waste paper, particularly the waste carbon paper is used as a raw material, fibrous oil adsorbent having the water repellency in which the amount of water absorption is 1.5 g/g or less can be obtained.
