PROBLEM TO BE SOLVED: To provide a flat antenna which suppresses deterioration in antenna characteristics due to dielectric loss when transceiving a radio wave, and obtains high production efficiency. SOLUTION: The antenna includes: an antenna circuit board 51 with a surface unit 51s on which a plurality of antenna elements 51a and a feeding line 51k are formed; an element side ground conductor 52 which is arranged to face the surface unit 51s, and forms slits 52s in a part facing to the antenna elements 51a; a non-element-side ground conductor 53 which is arranged to face a rear unit 51u of the antenna circuit board 51; an element side dielectric 54 arranged between the element-side ground conductor 52 and the antenna circuit board 51; a non-element-side dielectric 55 arranged between the non-element-side ground conductor 53 and the antenna circuit board 51; and a radio wave transmission dielectric 56 which is arranged on a side surface 52m of the element-side ground conductor 52, and forms radio wave transmission holes 56k in parts communicating with the slits 52s of the element-side ground conductor 52 while being penetrated in a plane thickness direction.
