PURPOSE: A method for manufacturing polyelectrolyte is provided to increase bond between pulp fibers, tensile strength, compressive strength, fracture strength and cutting resistance by using an aromatic polyacrylamide. CONSTITUTION: A method for manufacturing polyelectrolyte comprises the steps of: mixing a monomer solution in which the concentration of acylic monomer is 10~20 weight%, polynaphthalene sulfonate, and/or lignosulfonate; removing dissolved oxygen from the mixture; and injecting an initiator in the resultant and then performing copolymerization. The acrylic monomer is a mixture of acrylamide and acrylic acid.
