PROBLEM TO BE SOLVED: To provide a wheel steering device capable of returning a steering actuator from an operating position to a neutral position with a high degree of accuracy without an increase in cost. SOLUTION: An ECU 35 shifts the control mode of the steering actuator 20 to a forced control mode by the input of an external signal from a failure diagnosis tool T (S12, S14). In this forced control mode, target actuation amount L* of the steering actuator 20 necessary to return the steering actuator 20 from an existing position to the neutral position is calculated based on a control map in which the operation amount of steering wheel 10 operated during the forced control mode is made to correspond to the target actuation amount L* (S18). The steering actuator 20 is actuated by the calculated target actuation amount L* (S20, S26, S28), and thereby, the steering actuator 20 is returned to the neutral position.
