An agitation/flow device which can positively apply a photocatalytic function to a fluid and adequately exhibit the photocatalytic function even at a location where irradiation of ultraviolet rays from outside is difficult, and is easy to perform maintenance and management such as routine cleaning. The device comprises a movable member (10) and an ultraviolet ray irradiation member (12). The movable member (10) is formed of a material, which permits ultraviolet rays to transmit therethrough, and comprises projections (6) provided on the outer side for flowing or agitating of a fluid, a storage section provided on the inner side, and a layer of photocatalytic function (24) provided on a surface thereof. The ultraviolet ray irradiation member (12) is received in the storage section of the movable member (10).
