A base station device is provided with a classifying means for classifying user devices in response to channel states of wireless links, an intermittent receiving state memory for storing information as to which plurality of groups each of one user device or more to carry out intermittent receiving belongs to, a determining means for determining which group user devices classified by the classifying means belong to with reference to the information stored at the intermittent receiving state memory, and a means for informing the user devices of the determined groups. Each of a plurality of groups includes one user group or more that concurrently become a starting-up state. A user device that has a relatively bad channel state is determined to belong to a group with less number of user devices that concurrently become a starting-up state.
