PROBLEM TO BE SOLVED: To number an identification number which is hard to guess from the previous and next identification number without duplication, to number an identification number by using a simple program, or to generate rapidly an identification number without using a memory medium having a large capacitance. SOLUTION: An integer obtained as a set of cipher-texts through bijective mapping from a set of integers which is a plain-text is used as an identification number. Concretely, a set of integers without overlap is used as a plain-text space and encryption thereof is performed, so that an element of cipher-text space obtained from the set of the plain-text space is used as an identification number.
