PROBLEM TO BE SOLVED: To provide a winding device capable of regularly winding a conductor around a spool by applying appropriate tension to the conductor supplied to the spool with a simple constitution even when large slack occurs in the conductor between a reel and the spool. SOLUTION: The winding device 10 includes: the reel 13 which is provided self-rotatably around the same axis L as the spool 12, and in which a wire W to be wound on the spool 12 is wound and stored in advance; a flyer 14 which is provided revolvably around the spool 12, centering upon the axis L; a guide roller 15 which is elastically supported on one end side of the flyer 14 so as to be movable in the centrifugal direction D; a first tension device 21 which is arranged between the reel 13 and the guide roller 15 to give tension to the wire W; a movable balance weight 18 which is arranged on the other end side of the flyer 14; and a coupling rod 36 which is provided at the flyer 14 so as to be movable in the centrifugal direction D for coupling the guide roller 15 and the movable balance weight 18 integrally.
