<P>PROBLEM TO BE SOLVED: To detect a last number of an individual vehicle regardless of a large-size vehicle or a standard-size vehicle even on a congested road with high accuracy, and to measure the number of vehicles and velocity with high accuracy. Ž<P>SOLUTION: In this traffic flow measurement device acquiring a moving image wherein a road is looked down by a camera installed on the road, and detecting a position of a vehicle from the acquired image by an image processor, the vehicle is detected on condition that a pair of horizontal edges corresponding to two sides on the rear face and before a roof of a rectangular parallelepiped is detected from a range set according to a width of a candidate of the last number and distributions of a vehicle width, a vehicle height, and a vehicle length of the vehicle when assuming that the horizontal edge corresponding to the vehicle width wherein a shape of the vehicle is expressed by a rectangular parallelepiped model is a side of the last number of the rectangular parallelepiped.
