PROBLEM TO BE SOLVED: To provide a phosphorus-based flame-retardant finishing agent capable of imparting excellent flame retardancy to a polyester-based fiber while sufficiently preventing the bad effect on light resistance, wear resistance and fogging property (cloudiness), and having excellent thermal stability and hydrolysis resistance. SOLUTION: The flame-retardant finishing agent for the polyester-based fiber contains (A) triphenylphosphine oxide, and (B) at least one compound selected from the group consisting of (B1) an organic phosphate-based compound such as cresyl diphenyl phosphate and (B2) a bismaleimide-based compound such as phenylene bismaleimide as a flame-retardant finishing component.
