<p><P>PROBLEM TO BE SOLVED: To provide written reply automatic preparation technology allowing reduction of inconvenience wherein a written reply having erroneous contents is prepared while reducing a business burden of a person in charge preparing the written reply. <P>SOLUTION: Image information of a document such as a petition read by a scanner 4, 9 is obtained, character information of the document such as the petition is recognized based on the obtained image information of the document such as the petition, information related to the document such as the petition is distinguished from the recognized character information, contents of the written reply is selected based on the distinguished information related to the document such as the petition, and the written reply is prepared according to a prescribed form based on the selected contents of the written reply. The prepared written reply is output by a printer 5, 10.
