<p>A toggling dispenser is disclosed with a reservoir capable of containing substances and an integrally placed applicator which, at the user's election, enters and exits the dispenser by shifting or shaking the dispenser. While inside the dispenser, an amount of contained substance collects on the applicator so that when the applicator exits the enclosure, the collected substance may be delivered to a target via contact with the applicator.</p> |
