<p><P>PROBLEM TO BE SOLVED: To provide a toner conveying roller which suppresses occurrence of a ghost in a low temperature and humidity environment while securing the appropriate hardness of the roller. <P>SOLUTION: The toner conveying roller is constituted so that an urethane foam 3 is held on the periphery of a shaft 1, wherein the urethane foam 3 contains water dispersion carbon in which carbon black is dispersed in water. Roller resistance when 100 V is applied is 10<SP>2.0</SP>to 10<SP>4.0</SP>Ωand a roller resistance when 5 V is applied is 10<SP>6.0</SP>to 10<SP>8.0</SP>Ω.
