<P>PROBLEM TO BE SOLVED: To provide an image processing device and an image processing method that can suppress scattering of toner and ensure image sharpness. Ž<P>SOLUTION: The image processing apparatus 1000 includes: a density change degree detecting means 1310 for detecting the degree of a change in the density value of a target pixel of image data; and a density determining means 1414 for setting, if the degree of change in the density value is equal to or greater than a prescribed threshold, the density value of the target pixel to a first output density value for suppressing scattering of toner, which may be caused during the printing of the target pixel onto recording paper.
