<p><P>PROBLEM TO BE SOLVED: To provide a water-based binder composite for pavement which eliminates generation of odor upon working, is gentle to the environment, and is excellent in abrasion resistance and water-resistance. <P>SOLUTION: The water-based binder composite for pavement contains a synthetic resin emulsion with a water-soluble or water dispersible polyester as a protective colloid. The synthetic resin preferably is a styrene-(meth)acrylic ester copolymer or a (meth)acrylic ester copolymer.
