PROBLEM TO BE SOLVED: To provide a charger wherein a state in which the output of the charger is not connected with a battery is detected as no-load state and power consumption in standby state is reduced at no load. SOLUTION: The charger is so constructed that the following processing is carried out: DC power is pulse-converted by a main transistor and supplied to a switching transformer and thereby outputted to an output-side circuit portion; output current and output voltage are detected; the result of this detection is outputted to an output transmission circuit portion to control switching of the main transistor; and secondary-side output current and voltage are thereby controlled. This charger is provided with a load connection detecting means and an output voltage reducing means.
