An apparatus and a method for estimating channel quality by using ranging signal in a broadband wireless communication system are provided to compensate distortion of measured channel quality information using ranging signal having time offset. A base station confirms whether the ranging signal is received or not(601). The base station measures the time offset by the ranging signal(603). The base station measures the channel quality by the ranging signal(605). The base station confirms whether the measured time offset as described above is included in the channel quality distortion generation range or not(607). The base station calculates the section of the ranging channel section extrinsic and the noises and interference power rate of the ranging channel section(609). The base station compensates for the distortion due to the time offset of the measured channel quality(611).
