A slab turning device and a slab rolling method using the same are provided to comprise a rolling line efficiently by arranging the rolling line on a desired location, and to minimize damage of the slab surface. A slab turning device(100) comprises a turning device body(110), a slab lifting part, a rotating part(140), a clamping part(150), and a roller controlling part. The slab lifting part is operated by a conveyor roller by transferring slab to a vertical direction. The rotating part changes an arrangement direction of the lifted slab. The clamping part is mounted on the rotating part. The clamping part is comprised to hole the slab. The roller controlling part controls driving of the conveyor roller.
