PROBLEM TO BE SOLVED: To provide a communication device for a vehicle, a communication system, and a communication control method, which optimize a base station to communicate or a communication mode according to conditions of radio resources of a base station. SOLUTION: The communication device for the vehicle 100 which communicates with the center 13 through a relay station 16 is characterized by having a receiving means 35 for receiving communication load condition information for each relay station 16 or for each communication area covered by a relay station 16, and a control part 25 for controlling communication with the center based on the communication load condition information.
