<p><P>PROBLEM TO BE SOLVED: To provide a PC concrete pole and a pile having PC steel wires or steel bars the corrosive resistance and salt resistance of which are improved and a method of manufacturing the PC concrete pole and the pile. <P>SOLUTION: In the PC concrete pole, the pile, and the method of manufacturing the PC concrete pole and the pile, spiral steel wires are arranged. In the spiral steel wires, an internal coating layer is formed by coating the outer peripheral surface of the steel wires with a thermosetting resin or a room temperature setting resin, and a coating layer formed of a thermoplastic resin is formed on the outer peripheral surface of the internal coating layer on which an external coating layer made of the thermoplastic resin and having fin-like projections is formed.
