A combustion heater (1) has an inner tube (20) having therein a combustion gas supply path (21), and also has an outer tube (10) mounted around the outer periphery of the inner tube with a combustion space (30) defined between the inner and outer tubes. Holes (24) for expelling a combustion gas (G) are formed in the wall of the inner tube. A combustion gas stagnation point (S) is formed on the inner peripheral surface (10A) of the outer tube, and the combustion gas is expelled with expelling properties which form a circulation flow around the stagnation point. The combustion heater can stably form a flame without an increase in cost of the heater and has enhanced heating efficiency.
