SOLUTION: Plant electric power and thermal load predicted according to the past electric power, thermal load data and meteorological data by plant operation data from an energy plant 11 and plant control data for performing the operation number control of the plant and the load control of plant constitution equipment so that prescribed evaluation function values are maximized and minimized on the basis of the characteristic coefficient of the plant constitution equipment calculated in a prescribed cycle are transmitted to the energy plant 11. |
