PROBLEM TO BE SOLVED: To obtain a call control system capable of accurately determining whether a speech is being made or not. SOLUTION: The system for controlling an originated/terminated call between a telephone set 100a and an opposite-side telephone set 100b includes: a line connection device 200 for connecting the telephone set 100a to a telephone line; and a voice analysis device 300 including a database 340 which stores therein a routine voice received by the telephone set 100a. The voice analysis device 300 analyzes a voice signal received by the telephone set 100a and determines whether the voice signal matches the routine voice stored in the database 340 or not. The line connection device 200 receives a result of the analysis and determines that a speech is not being made between the telephone set 100b and the opposite-side telephone set 100b if both the voices match, but determines that a speech is being made between the telephone set 100a and the opposite-side telephone set 100b if both the voices do not match.
