PROBLEM TO BE SOLVED: To provide a radio communication system, a radio communication method, and a base station capable of suppressing the deterioration of the reception quality of rising user data and effectively utilizing a radio resource (transmission speed) which should be allocated to a radio terminal. SOLUTION: The base station 100 includes: a specific part 125 for specifying a reduction object TTI where the total sum of allocated transmission speed exceeds allowable reception transmission speed; a selection part 126 for selecting a reduction object radio terminal to which a process is allocated in the reduction object TTI; and a scheduling part 120a for transmitting transmission speed reduction data (AG and RG) to a reduction object radio terminal.
