PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of efficiently collecting a toner image which is not transferred in a short time if the toner image formed on an image carrier can not be transferred to a recording medium. SOLUTION: The image forming apparatus includes a rotatable image carrier 30, a transfer means 32 transferring the toner image formed on the image carrier to the recording medium, a cleaning means 34 removing toner remaining on the image carrier after transferring the toner image, and a control means 40. If the toner image formed on the image carrier can not be transferred to the recording medium, the control means sets the rotating time of the image carrier until starting image formation next from an image carrier stop state to be longer than the rotating time of the image carrier until starting image formation next from the image carrier stop state when the toner image formed on the image carrier is transferred to the recording medium.
