A cold-rolled steel plate having excellent workability, high strength, and weatherability includes 0.05~0.20% of carbon, 0.1~0.5% of silicon, 1.0~2.5% of manganese, 0.03% or less of phosphorus, 0.01% or less of sulfur, 0.02~0.07% or aluminum, 0.01~0.08% of zirconium, 0.01~0.08% of vanadium, 0.05~0.20% of nickel, 0.1~0.5% of copper, 0.5~1.5% of chrome, 0.01~0.1% of cobalt, 0.01~0.1% of tin, remnant Fe other impurities.
