PROBLEM TO BE SOLVED: To provide a shape creation device and shape creation method for creating a three-dimensional model at a desired position by a simple operation. SOLUTION: A shape working part 14 extracts the surface shape of the first surface name of common shape names associated with shape designations instructed by a working position instruction part 13 from among surface shapes stored in a surface shape database 11, and the extracted surface shapes are arranged at positions where a coordinate system corresponding to the surface name of the extracted surface shape is matched with a coordinate system displayed on a shape model display picture 50. Then, the working of the arranged extracted surface shapes is carried out by a working method shown by the shape working information corresponding to the first surface name. When another surface name is present in the common shape names associated with the shape designations instructed by the working position instruction part 13, the arrangement and working of the surface shape of the following surface names are successively carried out.
