PROBLEM TO BE SOLVED: To provide an electrostatic atomizer capable of generating charged water particles using dew condensation water, and capable of reducing in size, cost, and energy in the entire equipment incorporating the electrostatic atomizer generating these charged water particles. SOLUTION: An electrostatic atomizer includes an atomizing electrode 1 and a cooling means 3 for condensing water to be supplied to the atomizing electrode 1, and a high voltage is applied to the atomizing electrode 1 to atomize water held on the atomizing electrode 1 to generate charged water particles. The cooling means 3 is made by using a cooling part 10 of a refrigeration cycle F which circulates a refrigerant between a heat-radiating part 9 and the cooling part 10.
