PROBLEM TO BE SOLVED: To mount a blocking unit in even a narrow arrival shaft satisfactorily. SOLUTION: This removing and backfilling apparatus 1 for the propulsive tunnel is provided with a substantially cylindrical casing 2, and a sleeve B can be connected with a fringe part of an opening at one end of the casing 2. A first cutter member 3 is protrusively provided in a fringe part of an opening at the other end of the casing 2, which is rotated around a shaft axis C (an arrow mark D) to excavate the ground G on an outer peripheral side of a propulsion pipe A. When backfilling, the blocking unit (not shown) is attached to the casing 2 while connected with the sleeve B to prevent a backfilling material from entering into the sleeve B. Since it is unnecessary to remove the whole casing from the sleeve B when attaching the blocking unit, even the narrow arrival shaft for mounting the blocking unit can be satisfactorily utilized in this construction work, and the time required for excavating the arrival shaft can be shortened.
