<P>PROBLEM TO BE SOLVED: To provide a tyrosinase activity inhibitor and a cosmetic. <P>SOLUTION: The invention relates to a tyrosinase activity inhibitor containing a pine bark extract and a tea extract. Preferably, the pine bark extract contains ≥20 mass% OPC (oligomeric proanthocyanidin) and ≥5 mass% catechins and the tea extract contains ≥60 mass% catechins. More preferably, the tyrosinase activity inhibitor has a solid or solution form such as tablet, pill, capsule, granule, powder, powdery medicine or liquid medicine.
