PROBLEM TO BE SOLVED: To manage the data being transmitted from a server to a user device and compatible with the media while enhancing efficiency of transmission processing. SOLUTION: In the transmission configuration of data being provided from a service server and compatible with media attached to a user device, a CPS unit key (title key) corresponding to the transmission data is set, the transmission data encrypted by the CPS unit key (title key) is held in the service server and provided to the under device. Since the service server is not required to generate or hold a plurality of encrypted data to which encryption keys (CPS unit key) of individual titles are applied, efficient processing is achieved while reducing the storage space.
