PROBLEM TO BE SOLVED: To achieve easy storing, transportation, and on-site construction and responding to an emergency by unitizing two base plates that face each other, a damper web, and a flange plate positioned and fixed in advance. SOLUTION: The shear panel type damper is provided with a damper web positioned and fixed between two base plates 1 that face each other and unitized with flange plates 3 positioned and fixed on both ends of the damper web between the base plates in a direction that intersects with the damper web. The lateral length of the base plates is made shorter than the lateral length of a gusset plate to achieve positioning and fixing of two or more shear panel type dampers on one gusset plate in a lateral line. Also the mechanism for installing the shear panel type damper positions and fixes two or more shear panel type dampers in a damper installing position of a structure in line separated in a lateral direction or contacted with each other.
