PROBLEM TO BE SOLVED: To provide a magnetic substance-dispersing coating liquid in which magnetic substance powder is uniformly dispersed. SOLUTION: This magnetic substance-dispersing coating liquid comprises (A) magnetic substance powder, (B) at least one kind of dispersant selected from an alkylbenzenesulfonic acid, an alkylbenzenesulfonate and lecithin, (C) a siloxane polymer and (D) a solvent.
