PROBLEM TO BE SOLVED: To confirm the location of a person himself/herself carrying a portable terminal registered in a safety confirming device and the state of the physical body of the person himself/herself, for example, whether to have fever, how a heart rate is or the like even without dialing and further to be effective to make notification to a person concerned in an initial state and quickly perform the rescue and treatment of the person in trouble by quickly estimating the location of the person with high accuracy even if the portable terminal is out of order. SOLUTION: A movement distance in each desired period of the person himself/herself carrying the portable terminal registered in the safety confirmation device, a body temperature and a change in a heart rate are monitored. When an abnormal state is detected, log data are referred to so as to detect or estimate the location of the person and the abnormal state is notified to a person concerned.
