PROBLEM TO BE SOLVED: To provide a developing device in which an electrified amount of a developer and the amount of the developer are stable by satisfactorily regulating the electrification of the developer on a developer carrier and to provide an image forming apparatus using the developing device. SOLUTION: The developing device includes the developer carrier 1 rotated freely and used to carry the developer on the surface, and an electrification regulating member 2 disposed opposite to the developer carrier 1 and used to regulate the electrification of a developer layer carried on the developer carrier 1, wherein the volume resistivity of the developer carrier 1 isρ1 and the volume resistivity of the electrification regulating member 2 isρ2,ρ1 andρ2 being set so as to satisfyρ1≤ρ2 andρ2≥10<SP>10</SP>Ωcm.
