PROBLEM TO BE SOLVED: To improve the recycle efficiency of change in a cash depositing and dispensing apparatus by keeping bills or coins to be used as change. SOLUTION: The cash dispensing and depositing apparatus 1 comprises a bill input/output port 12 used for input and payment of bills, a bill change storage 15 storing bills to be used as change; a bill storage 16 storing bills; a coin input/output port 22 used for input of coins; a coin dispensing storage 28 used for payment of coins; a coin change storage 25 storing coins to be used as change; and a coin storage 26 storing coins. A reference storage amount of bills not for change is preset to the bill storage 16, and when receiving money, bills not for change which are put in the bill input/output port 12 are stored in the bill storage 16 up to the reference storage amount. When the bills not for change to be stored exceeds the reference storage amount, the bills not for change are stored in the bill storage 16 up to a total sales amount obtained by totaling sales amounts in the receiving the money.
