PROBLEM TO BE SOLVED: To provide a phase shifter which makes a frequency of a signal capable of changing a phase into a wide band. SOLUTION: The phase shifter 10 concerning the present invention is provided with: a first microstrip line 100 which propagates a predetermined input signal; a coupling line which is electrically coupled with the first microstrip line 100 in a predetermined area, includes a plurality of paths with different path length generated by a gap 120 provided along the propagation direction of the input signal and propagates each of a plurality of division signal in which the input signal is divided to each of the plurality of paths by the gap 120, a second microstrip line 105 which is provided in parallel with the first microstrip line 100, electrically coupled with the coupling line in the predetermined area and propagates each of the plurality of division signals propagated on the coupling line.
