<P>PROBLEM TO BE SOLVED: To shorten a delay time due to inverse wavelet transformation processing. <P>SOLUTION: A memory area setting unit 22 finds a memory address of a memory 14 for coefficient rearrangement in which coefficient data are stored based upon an encoding parameter of image data acquired by a parameter acquisition unit 21 and the amount of coefficient data, and secures a coefficient data storage area where the coefficient data are to be written in the memory 14 for coefficient rearrangement. A memory writing control unit 23 writes coefficient data obtained by performing wavelet transformation processing on image data by a wavelet transformation unit 11 in the coefficient data storage area while rearranging them in the order of inverse wavelet transformation processing to be performed.
