<p><P>PROBLEM TO BE SOLVED: To provide a vehicle-mounted device that notifies of the state of an IC card by warning or the like only when a user gets in the vehicle. <P>SOLUTION: An antenna 10 transmits/receives radio waves to/from a roadside apparatus, and a communication circuit part 11 modulates/demodulates wireless communication conducted with the roadside apparatus. An IC card I/F part 12 provides an I/F function for an IC card that supports the application. A voice warning generation part 13 generates voice that notifies the user of the state of the IC card including whether or not the IC card has been inserted. An elapsed time measuring part 14 measures the time elapsed from the time the power is OFF to the time the power is turned ON again, and outputs it to an A/D converter 15a fitted to a control part 15 as a voltage value. The control part 15 includes a PORT output part 15b, from which 0 V is outputted when the setting value of the port is "0 ", and a power supply voltage is output when the setting value is "1".
